He also has sleep manipulation and can create illusions which he can pull out faster than it would take jiraiya to enter sage mode, or the time it takes for the toads to synchronize for their sound genjutsu (which ofcourse, roshi can just kiai the sound waves away)

I wasn't sure which is why I gave both scenarios, even in sage mode, it takes a relatively long time to set it up as they have to synchronize, roshi has both the DC and AP to end them long before that , and his own mentally assault takes far less time to pull out

If Jiraiya starts directly with sage mode, he will win this match with Frog Genjutsu. However, if it starts in base form, it takes a long time to switch to sage mode. Jiraiya can enter sage mode inside the mouth of a frog he summons with kuchiyose. The frog I'm talking about is the one he used to keep Itachi and Kisame from running away.

Frog genjutsu takes time to set up, he's not winning with the before roshi ends hims. Especially since roshi has his own sleep inducement attack that takes far less time

Roshi wins this. Jiraiya does have win conditions though:
1. Transmutation
2. Frog Song
Transmutation isn't something Jiraiya generally uses in combat scenarios and to activate it he needs to get ahold of his opponent which will be difficult considering how skilled Roshi is. Frog Song takes a long time to charge up and Jiraiya being able to avoid someone who has moon-sized AoE and can kill him in one shot for that amount of time seems unlikely.
