He opened with it against Mario and Luigi, and they didn't really pose a threat to him. So probably

Travel time for the attack itself likely but his attacks are literally psychic ones so they're naturally thought based. He's also a pacifist in-char so he'd go for moreso incap PSI then straaight up kill PSI.

So Ness'll fire off the attacks before Bowser creates the forcefield, but the forcefield will be up before the attacks reach Bowser
