Uhh, probably incon ngl. Not sure if they could freeze each-other if they did manage to find each-other, and the AP difference isn't big enough. Sure, Gently Wheeps could reflect attacks and be more versatile but I'm still unsure of how they'd manage to KO or incap the other considering the cold resistance they both have and the distance.
