In regards to Rimuru's power level in the LN, who determined that in-universe? We got the situation where Rimuru got the tendency to underestimate his own strength and hide his power, e.g. according to LN vol. 6, Rimuru made up a story about being only Demon Lord-seed level. And he even didn't use Uriel against Milim. Also Rimuru still seems to subconciously limit his output at times, based on the ending of LN vol. 14.

Rimuru has never copied any 4-D abilities so idk where that's coming from, granted he did gain Turn Null, but it really doesn't become 4-D until a lot of time passes and enough builds up to where you can create the world, assuming you're talking about High 4-C Rimuru here.
