Teenager > Adult?

I think that it is because he has not demonstrated the ability to use his Sage of the Six Paths' empowered form as an adult.
 
During the fight with Momoshiki he uses Six Paths Sage Mode, in fact although weakened it was a more complete form as he had both halves of Kurama.

The only form of Naruto that is Low 5-B (Not 5-B) is Tailed Beast Six Paths Sage Mode, which Adult Naruto has yet to use
