Tatsumi (Akame ga Kill!) vs Lord Twigo( Nanatsu no Taizai)

Hmm hard to say. Their physicals are exactly the same. Twigo has the range advantage with air slashes, but Tatsumi has the skill and experience advantage.

Probably Tatsumi then, he was able to fight someone stronger than him that had Pre-Cog through muscle movement readings and mind reading. Yet Tatsumi was able to hold his own for a while and even land hits.

Tatsumi with high difficulty.
 
I'm giving this one to mah Man Tats, he deos well while at a disadvantage and aizen guy pretty much explains it so yeahh.
