They start 10 meters apart but Blaire overall has better mobility than Tanya. Not only can she fly, but she can teleport. And has Danmaku attacks that just automatically make you slower on contact. Catching up with Tanya and not letting her get away shouldn't be a problem for Blaire.

While she does have the skill advantage, she does generally have better options for dealing with projectiles. Her forcefields are able to reflect her own dice, which would scale to her own AP, being higher than Tanya's. She could send her attacks back at her and has a lot of versatile spells to choose from. Her mindhax might also be a wincon as it's something she's been proficient in since she was just 6 years old.

And Tanya can rain homing spells and light beams at her, to keep her occupied.
