Where does Pennywise'a mindhax come from again? Is it from looking into the deadlights and pretty much being Cthulhu'd? If so, that's not that strong of mindhax, because if you have encountered something as irregular as that before, like other eldritch abominations, you're set.

Of course, if it's not this, ignore this.
 
penny has a pasive mind hax and an active one. the active is stronger, obviusly, but idk to what extent

Pennywise passive mindhax is cognitive, but he has active that isn't. Not to mention he has superior... Everything to superman, really.

This is somewhat wrong, in this case.

Unlike Cthulhu, Pennywise's madness manip kills you the instant you start processing what its true form looks like, and a character in Insomnia who could travel to higher planes of existence (where reality makes a whole lot less sense in general) and understand powers originating from those planes did the mental equivalent of turning around and running in fear the moment the Deadlights became visible in his general vicinity, because he understood for a fact that looking at the Deadlights would kill him the same as anyone else.
