Super Saiyan Blue Kaioken X20 Goku being Tier 2-C

Wouldn't Blue Kaioken not be considered 2-C due to it obviously being considered low 2-C but twice to a thousand times in the same amount of time or with the same amount of attacks. Kaioken is a linear multiplier so a Kaioken X10 and 20 is 10 and 20X whatever form the user is in. Blue is considered Low 2-C so using any Kaioken would be considered 2-C and goku has shown the ability to use Blue Kaioken X20 for extended periods of time with no major repercussions during the tournament of power and continued fighting.
 
no, multipliers don't let you go from low 2-C to 2-C, cuz the difference also requires your power to cross the distance betwen universes which is unknown, so we can't accept multipliers for it, even infinite ones, i assume due to it being higher dimensional space too so it could be infinite or a few centimeters or whatever

I mean the higher dimensional space always sounds confusing to me, because the wiki doesn't accept multipliers for 2C characters either.
