Strongest Vs Wiki character? (Tier 0 excluded)

Okay, so obviously there's a plethora of characters that are High 1-A. But then again, Tiers aren't everything as often hacks can be enough to keep up with high Tier combatants.

Now, I know it's a little redudant to ask for the "Strongest" character (period) but who would you all elect as the one whose most likely to win a match under any circumstances; is thus the most versatile and will be the likely winner (eventual or not; be it a stomping or just barely).

Does such a character exist/is popular enough within the wiki itself?

Just wondering what the populace's opinions are on this subject matter.

If possible, I'd like to request answers with brief explainations. And if possible, please be mature about this and don't go by your favourite character/verse and showcase any form of biasness.

What I hope to gain from this is perhaps learn different perspectives of what abilities truly make a solid fighter.
