Strongest verse pound for pound?

What do you guys think is the strongest verse pound for pound? As in, if all tiers were removed and equalized, which verse would be the strongest?

I personally think some incredibly haxxed verse such as Masada or SMT.

That would just be the most haxxed verse not the strongest "pound for pound". Maybe just putting them against each other at their strongest would be better. But raw hax would most likely be SMT.

Honestly BlazBlue if you removed tiers, iirc they have a guy who has like 35+ different passives and all their top tiers have 15+ passives and resist everything.

Not really, since the verse isn't combat-oriented. It would still be strong but not the juggernaut of power it usually is.
