The pv is put together by one guy using layouts and very unfinished materials aka unfinished composition cuts while using some frame as well from the anime,all you can take from the it is the character art which mostly looks good (way better compared to S2). PV was made to have smthn in anime Japan,sell merch and give an update on S3.
If you want to judge do it on the official trailer that will come out a month or two before the anime which is 8 months away.

Tbh guys I've been trying to cope for the last few days but nah I've given up hope for the OPM anime lol. The PNG man parts are just for the teaser I'm sure, but the teaser shows some actual scenes and shots from what will probably be the actual anime and it literally looks just like Season 2 did. Maybe the fights will look better but man OPM is just doomed on the anime side of things. I'm sure it'll still get decent numbers but any hopes we had about actually good animation are dead and gone for me.
Also while I'm glad they changed Darkshine's look from Season 2, they could've just made it similar to his updated manga design. He looks so uncanny. Literally a completely different character.

I was thinking about it and it could be due to budget issues, so what they might have done was concentrate all of their staff on the peak episodes and fights and lowered the budget for normal scenes
I wouldnt mind if the normal quality sucks tbh if we get peak animation in fights instead

You do realize that mostly PV1 is intended to show characters or to show achievements of source material(usually for the new show). PV2 is the one that you're looking for, as it intends to show off bits of the storyline and animation.
I respect some of your takes but I repeat I do not recommend to doompost yet since we lack certain information that entirely affects the product results.
