It’s not. Believe me I thought so too long ago. Otherwise a 9-A character that can instantly vaporize a human body with heat could beat 4-A with zero heat resistance. There is a line to what heat can do.
It doesn’t mentioned he did, just that’s what his energy is capable of.

The analogy is irrelevant, Boros heat feats are superior to orochis and Rover who both burned him.

Garou blitzed a 4c four transformations before his winged four arm form…Boros catching up to a near light speed thrown Saitama is literally nothing by comparison. The heat could never reach Garou.
Burned half monster Garou. Boros’ heat manipulation is not gonna do anything.
