Exemple: The Emperor of Mankind in his materium key is physically only Solar System level, possibly Multi-Solar System level, but his Existance Erasure has Outerversal potency, so he would not be allowed on the list.

They are simply tier 1 across the board at that point

I'm actually incorrect, it's only Player characters, it's just the The One Giver has resistances to 12-D GM hax.

Magnus can do everything Ahzek Ahriman can do, which includes warp portals and dispersing his mind into the warp. He also resisted Sisters of Silence before, who are blanks like Culexuses (though CAs also have augmentations to enhance their potency).

Idk if we would allow him, depends if warp BFR is considered a smurf power. Same goes for Ahzek.
