Basically, the strongest fictional character by the year they were introduced into their own franchise, starting from 1980. They can use feats from later years, however.
Example:
Giorno Giovanna could be used for 1995, since that's when Vento Aureo came out. GER could be included despite it not existing until 1999. Vento Aureo characters that were put in the manga 1996 onwards could not be used for 1995, as they could only be used for their year of origin.
Dark Samus could not be used for 2004, even if their first appearence as Dark Samus was that year, since they appeared earlier as Metroid Prime in the game of the same name.
Each year will also get two spots. One for 3D characters (10-C to High 3-A), one for 4D (Low 2-C to 2-A) and one for 5D and higher (High 2-A to 0). This means there can be up to six characters per year with speed equal and unequal. (Note that this is not supposed to be what I think the list will be, just some random characters that came into existance in 2004 when I looked on Wikipedia)
