This debate actually doesn't matter.
Whether or not Strange Man's easter eggs canonize him to other Rockstar games, it's not nigh-omnipresence. Existing in other universes is not sufficient justification.

But Strange Man can still have nigh-omnipresence/multilocation because he is Death himself

I was gonna write a Bible here but the shit didn't save so **** it. Not about to type a bunch of shit again lmfao so this should be fine.

So here is what I propose for the P&A of Strange Man:

Type 1 AE, Type 1 Multilocation and Death Manipulation via being Death itself
Curse and Disease Manipulation via the Armadillo Curse
Power Bestowal for protecting Herbert Moon from epidemics
Intangibility because bullets pass through him
Nigh Omniscience to know almost everything
Resistance to Precognition because the Blind Man cannot predict what he will do in the future

Maybe Avatar Creation and/or Concept manipulation?
