I think Ruby takes this. Ellie’s best bet is obviously the force here, but we never actually see her use it to attack someone, so it doesn’t seem to be an in character move. It also involved arm movement, so if she’s frozen, paralyzed, or pinned by air pressure it shouldn’t be usable.
Aside from that, Ruby has higher physical AP and LS, better acrobatics, pseudo flight, better close (and possibly long too) range combat skill, speed amps, intangibility, freezing, and paralysis.
