Status buildups in video games?

In some video games, especially in souls-likes, a character isn't affected by statuses, as the status effect needs to fill up a bar in order for it to actually activate and start affecting the character. Would this count as some weird game mechanics, or an unorthodox form of resistance for the character?
 
I think in many cases that would just be how the power works. It sounds similar to how poisoning someone irl requires you to get a large enough dosage into their system to start affecting them.
It’d make more sense to treat it as a resistance if either:
You can reduce the amount the bar fills up per hit
There’s some indication that it instantly effects other characters or normal humans
