Status Effect, combat skill, or game mechanics?

So we know what a disarm looks like visually, whether it'd be in a show or some video game. But what about disarms that aren't visually shown, and seem to be some weird debuff or something else? Let's take for example Dota 2, where heroes can cast abilities or use items that "disarm" their opponent. Even though their opponent is still armed or fights with only their bare hands, they aren't able to attack because of the disarm debuff. Would, unless specified, characters that can inflict a barely-visual "disarmed" status effect actually have this as an ability, or would it be some sort or combat skill for them instead?
 
I think if you take the feats when the match starts, then it's a game mechanic.
Unless a character is described as having that skill
