Currently Mermaid Man and Barnacle Boy are just rated as 9-B. The problem? This is quite inaccurate, let's see why:

"(Humans in the SpongeBob universe are often portrayed as stronger than the rest of the cast. Survived the destruction of Bikini Bottom and can harm others who have as well)"

Excuse me? Not only are they a few centimeters tall unlike any other human directly featured, but they couldn't even harm Spongebob and Patrick with their best moves (They even took it as a game), but on the other hand they could somewhat keep up with them while they got superpowers by the suits they gave them, that plus the 9-B durability feat supports them just having the standard rating of this verse of "Varies from 10-C to 9-B at peak" rating.

Agreed, Mermaid Man and Barnacle Boy aren't really real humans and are just as tiny as the rest of the cast.

Maybe in their prime if the comics are to be believed, but currently? I don't think so, as said before they are below Spongebob and Patrick at times.

They are still most of the time with the 10-C rating, then again. Trying to scale anyone to them in a way that only the higher end is indexed without a good reason is a no.

Spongebob actually stomped the Dirty Bubble once by accident, while him alongside Patrick also casually bullied Man Ray as well. Just 10-C actually isn't that bad of an idea, but to remain consistent with the rest of the cast, they would just go as "Varies from 10-C to 9-B at peak" or so.

Apparently, Mermaid Man and Barnacle Boy were turned into midgets. But either way, they're persistently portrayed as having grown old and weak. Bob's proposal should be fine, but you may ask @Amelia_Lonelyheart and @Ryukama

At prime a ton of research would have to be done (As that's only really seen in terms of feats in the comics, and even then they sometimes say that the ones Spongebob reads are exaggerated at times), so chances are that era may not be indexable until at least someone bothers doing research on that.

This seems fine to me as well.
