Speeds faster than the eye vs Blurs

Ok, I'm a bit confused. What's the difference between moving at speeds faster than the eye can see and moving at speeds which makes your look like a blur? Or maybe they're just the same?
 
A blur would means that, even if just for a moment, the human eye was capable to catch its movement. That being, creating a blur < faster than the eye can see
 
I, and staff in general, consider it to be that way; it coukd be higher considering that the human eye frame rate is 220 hz, and that is Subsonic+ at most (but it depend of the movement).
 
Does that mean that anyone that can move in blurs in the eyes of normal humans will considered Subsonic?
 
Yeah, by default causing a blur use a timeframe superior to 1\220 seconds; do not confuse with not being unable to react, it use a different timeframe (0.1 to 0.25 s).
