Godzilla can somewhat make up for the range disadvantage via sheer size. There is also his atomic breath, but that seems a little too easy to predict to be effective alone.
I see Mami having a big advantage in terms of agility, which might carry her to victory.

Godzilla has an advantage in AP, LS, and especially in Durability thanks to his Low-Mid Regeneration and Forcefields that scale massively above his normal defenses. Is there anything Mami Tomoe can do to counter or resist Radiation Manipulation? This Godzilla usually starts with his atomic breath if I remember correctly

Mami starts with shooting and will try to ribbon trap godzilla to null his abilities and regeneration, she can block his atomic breath with high 7-a shields and unless it hits her soul gem she’ll survive through immortality type 2 and mid healing and regeneration
If he pushes her hard enough to summon candeloro godzilla gets mindhaxed
She also has thought based weather manip to have a chance of nulling his senses and empathic manip to have a chance of paralyzing him, plus multiple attack and durability amps though the latter probably won’t help much with how low her base durability is

The most important of Mami arsenal is the power null ribbons, she can summon it by thought based
She can even use it as a clone just like she did in her fight in Homura
And well considering Doppels are Witch in human form, she can mindhax Fillius when needed, combined with how big Fillius is she can bind him rather easily

I'll say that Mami take this without any hard difficulty

Just going to note that all matches in the Bracket have a starting range of 50 meters, so they're both in range

Range isn't matter as Mami is a ranged fighter, not a close-combat fighter

Why not? You’ve always been able to restrict stuff that’s a higher tier than the user, and since both characters are 7-A and the shield is High 7-A, it should be fine to restrict

Wait, so their shields are a higher tier than their durability, or not? Because from what I see in versus thread rules, if the technique in question has a separate tier from the character's actual statistic, it can be restricted to make a match more fair:

If her durability is the same tier without the shield, then it can't be restricted. But from what I'm seeing, her shield scales above her base durability.
