Some of my Favorite Starters fight eachother (GRACE)

Primarina wins due to unresisted STAB and higher Special stats, which is what both focus on
 
Primarina's biggest advantages are that more of its main moves are unresisted by Blastoise, such as Moonblast. Amnesia to amp Primarina's defences and Aqua Ring to provide passive healing give Primarina sustainability too.

Blastoise's biggest advantages are its versatility, Protect (forcefields impervious to High 7-A attacks) and intimidator IQ skill (fear manip) to make sure its landing hits on Primarina more often than its being hit. Nonsleeper allows it to resist Primarina's main status effect, Blastoise has aqua ring as well as mirror coat to counter Primarina's moves with twice the damage and Yawn to put Primarina to sleep. Haze gets rid of any of Primarina's amps too.

Overall Blastoise has much more versatility and defensive capability, which should give it the win.
 
I'm going for Primarina. The main reason being that it has unresisted STAB as stated above. Blastoise's yawn shouldn't be a problem since Primarina has Sleep Talk and can still attack. Looking at both their moves, only one of them has a single Super Effective move, that being Primarina's Energy Ball. Keep in mind that Haze removed the user's stat boosts as well, and Primarina also gets access to Protect. Misty Terrain prevents status, SP Atk gets past defense, and Encore at the right time can completely screw Blastoise up. Perish song too. Probably the most useful status move in this situation would be Wonder Room, swapping both Defense and Special Defense, turning Primarina into a fricking near-unstoppable tank. Double Team also takes care of Intimidator.
 
TMs and Tutor Moves are not a part of the Pokémons movesets, so no Energy Ball and Protect for her, and stats are considered game mechanics, but even then, Blastoise's main attacks are Special, not Physical
 
Double Team, Energy Ball, Sleep Talk and Protect are all via TM, and so Primarina cannot access them in this match. I don't think Blastoise gets Zap Cannon without TMs and transfer either.
 
Probably game mechanics, to my memory Zap Cannon never had accuracy issues in the anime.
 
Sorry, didn't know those moves weren't allowed. After some thinking I'm still leaning a bit on either Primarina or Incon, since Wonder Room and Encore could still prove useful, and Perish Song could be a last resort to finish off both of them at the same time. High diff.
 
If Blastoise could defeat Primarina before Perish Song takes effect, I believe it'd be the turtle's victory. Just pointing it out
 
Wonder Room will be a lost for Primarina here BTW, but remember that Stats are Game mechanics, it wouldn't matter alot here
 
Seems likely with paralysis, though Encore can force Blastoise to use a continuous status move on repeat for 3 moves, enough for Perish Song to do its work. If Wonder Room leads, defense could prove useful for the seal, but if Zap Cannon, paralysis decides the victor.


Nevermind I just realized speed is unequal and Blastoise barely outspeeds. I was also looking at Blastoise's moveset for the latest games, and not Gen 2. Funny how TM and Tutor moves aren't allowed but a simple attack from a Generation 2 event is. Changing vote to Blastoise FRA.
 
I also just realized that I read Wonder Room's description wrong. Man I feel dumb today.

By defense I just meant Blastoise's overall Special Defense. Should've specified since this is Pokemon.
 
Primarina, it has Captivate, Amnesia, and Baby Doll Eyes to completely mitigate the damage Blastoise deals, which it will be able to successfully stack because of Sing.

Primarina also of course has Moonblast, which will also lower Blastoise's Sp. Atk potential while also being a reliable option to kill, with high accuracy and STAB.

Blastoise is relying on a single move with poor accuracy, it's odds are slim considering Zap Cannon has even less accuracy than Sing.

Primarina 8/10.
 
Haze for the stats debuffs, and you can use the argument for Zap Cannon to Sing too, but they are game mechanics, there is also Mist that will nullify all stats changes until it switchs out, so the debuffs are out of the question, and the frequency of getting a Spa drop from Moonblast is to low to be used effectively. Since Zap Cannon has 100% of paralizing and Blastoise has Yawn, i see that Primarina would use Misty Terrain to avoid getting hit by those, and nonsleeper and Self-curer will help Blastoise with sing here, with one making it resistant agains sleep, and the other helping Blastoise to wake up from it
