Can I just put Ren with Arsene only or is it necessary to give him all Personas?

Ren with only Arsene tops out at 8-B and loses practically all of his hax. It becomes a stomp in the other direction. This is a mismatch.

I ment 7-C Ren but only restricted to Arsene.

Impossible. Arsene starts losing out to better Personas halfway through the first Palace. 7-C Ren is after completing the third.

Although if we assume Ren deliberately wasted time strengthening Arsene to the level of his other 7-C Personas, he'd have a weakness to Ice-type moves from Squirtle, and his only hax is a weak sleep manip that's resisted by all of them.
