On Dabura's profile, he is listed as comparable to Perfect Cell. However, this was when Goku first felt Dabura's power, and he underestimated him. Later, Goku admitted that Dabura was actually stronger than he thought, so Dabura should be above normal Perfect Cell in power. This wouldn't change too much. It would just mean he's on a higher end of High 4-C than Perfect Cell is.
