Shout cooldown not game mechanic

Parthurnaax say that Thu'um is like debating to dragons, and Dovahkiin is literally a man with a souls dragon. This means Thu'um is the same as talking in the tongue of the dragon. This means that cooldown is game mechanic. It's descirbed that debating=talking=fighting.

Unless you want to argue talking requires time to cooldown which is dumb af.
 
If you're arguing the cooldown is a game mechanic, why is your title saying it isn't one?
 
No, it's cleary said that using Thu'um is like talking, since when does Talking require cooldown?

I was trying to remove the cooldown weakness from the profile because it's only there to prevent spamming.

I probably complicated this too much, to simplify it: Yes I ****** up, the shout cooldown is game mechanic and should be removed because talking is the same as using Thu'um vice versa...
 
If i remember well, during the training you can spam the shout you are learning without cooldown, which proofs that the cooldown is just game mechanics

Nah, you still have to wait, but the shout takes very little time to recharge. It is still a game mechanic because it's a natural ability lore wise.
 
The shout when you train has charge, but if you notice when using it, it goes away immediately (doesn't even cool all the way down) when Arngeir finishes talking, so it might as well not have one.

That said yeah, shout cooldown is an obvious game mechanic, especially since the cooldown is a lot more generous on NPCs and Dragons than the player (though it has no reason to be except balancing.)
