Shouldn't all characters in SCP foundation who can cause a ZK-Class scenario be higher than their current tier?

This is the official definition of a ZK Class End-Of-Reality scenario

"A theoretical scenario that exists at some point in the Foundation's future. The most awful and finite of the K-classes, this scenario not only destroys Earth, all Gods and Powers, and everything else in the multiverse, but also the site this is written on and all of you reading it. It's like Dhalgren gone horribly, impossibly wrong; a fictional disaster so awesome and powerful that it even obliterates the author."

Everything, including the site, is destroyed. All gods and powers are erased along with it.

Based on this, shouldnt characters or objects that can cause a ZK be far higher than their current tier with the ZK Class Power?

Yeah i havent seen that used anywhere else either, all the instances of a ZK-Class Reality Failure ive seen have referred to is as the multiverse being destroyed, as in the infinite number of parallel universes
