He doesn't scale to Vader at all; looking at Boba Fett's profile, he simply rated the way he is via being able to cut through Durasteel/Duraplast respective to keys.

You mean him damaging Vader's Armor? Wasn't that without him amping his Durability with the Force?

Yeah, Vader was holding back a great deal, but cutting his armor is still a feat for Boba Fett and the lightsaber.
