This pretty much comes down to who has most versatility and grater skill, although Shinra has abilities that can help him like his speed amps, but Mitsuki has pretty good techniques that can help him againts that.

I don't remember how skilled Mitsuki is (manga reader, not anime), but all I know is that he must have been capable of H2H and the basics of being a ninja even more he went to Konoha, and was completely willing to kill upon his first sparring match. Just some insight into his mindset.

But Shinra is skilled too, taking on multiple Captains or Captain level individuals, including Benimaru and is being trained by him, someone a majority of the series is scared to fight.

When I meant skills I didn't jsut mean offensive. Mitsuki has great stealth skills, observation, equipment and knows how to use his surroundings.

He has the advantage with using abilities that distract Shinra like his snakes in a way that would distract Shinra form Mitsuki

Last I remember, he hasn't used it much after his battle with Shou. But someone else probably knows more than me.

He can use his timehax with Divine Protection, but he isnt using it and it is a 7-A state. But it is not OoC, he use against stronger characters and thats not something he choose to use, it happens sometimes
