We have no reason to scale them like that unless we're talking DLC, so they just stay 2-A.

Yee. It's not DLC So only Nanashi and a few others scale to True YHVH (Plus the Flynn in IVA is different from IV and a lot stronger)

Peace Nanashi and his friends, Danu, and IVA Flynn\Isabeau. Albeit they're immensely weaker. Anarchy Nanashi, Dagda and Satan scale to him since they had enough raw strength to bypass his invincibilty. And of course Stephen

@Milly Demifined, and the rest of the protagonists don't scale as they are not in IVA. Only in their DLC incarnation where they fought Stephen.

@Ionliosite Satan does scale to the final boss fight in IVA, but it's a different key so other previous incarnations of Satan doesn't scale.

Basically since the DeSu cast couldn't harm him without absorbing time, space ,heat and gravity and even those were resistant until absorbed

The fact he has multiple fights with Demi-Fiend at different keys. Like how he fought him soon after killed Matador. Fought him again then joined him in killing Metatron, then fighting Lucifer
