Start 1km away from one another in San Fernardo. Yes, the world is populated and this is able to be abused by both Amy and the vampire.

She has hard rules against using her powers to kill stuff, as that would make her a lot closer to her villainous father

That said, I don't think Panacea can make an anti vampire plague without first touching them and getting an idea of how they work, so they'd need to try and locate them
 
She can just make a super lethal plague off of the microbes on her skin, and is bloodlusted here. Also has the potential for Nilbog type shit. Her power is complete control of biology, and even when restricting herself as much as she does she can pull off some crazy things with it and is a 12 on a supposedly 10 point scale of powers.

The Shadow Plague spreads absurdly fast, at max upgrades covering countries in like a day, so I'm sure her own microbes would be coming into contact with the Shadow Plague soon enough.

She herself should be immune to the plague, but I still feel like the Vampire wins via other means.

I'm going to opinionate this is a hard stomp.

The moment Amy gets her hands on a single infected person, she'd weaponize the Shadow Plague against itself, and develop a functioning transmitable cure for it at the same time, with all the benefits of the Shadow Plague's high transmission rate.

Now, in-character she'd probably take a while before resorting to that, but she's bloodlusted and would rewrite the plague the moment she notices someone with it. Which, given how fast it spreads, it wouldn't be long before she found someone with the plague incubating in them before symptoms show.
 
There's still the whole "portal to another continent and incite military action" option though. Amy can't really cross those gaps without spawning in stuff that's slower than portals.
