Outerverse level: Characters that are beyond all dimensional scale. There are two options in order to qualify for this tier: There should either be a qualitative superiority over infinite dimensions; or the superiority over the concept of dimensions (in general) should be clearly explained.
The SCP universe has a lot of layers of "qualitative superiority", it shouldn't be hard to find some applicable ones.

You actually don't need infinite dimensions to become 1-A, it's just that the results are incredibly stringent and having infinite dimensions helps immensely. I don't remember if CM demonstrated infinite dimensions since that wasn't exactly the sort of thing I read that stuff looking for, they've just got extremely blatant explanations and statements that can't really be taken any other way. Other than them, pretty sure all the 1-As have infinite dimensions shown in the verse.
