This is Low 7-C Iron Man but he has access to his lasers, the fight takes place in New York City at night while it's somewhat foggy, speed is equalized, both fighters start on opposite sides of the city from each other with about a mile between them and don't know where the other is at first aside from what direction their starting points are in.

Yes, but Scorpion is extremely agile and has ranged attacks as well so Tony would have to be pretty far away for Scorpion to not be able to tag him at all due to it.
