All battles that involve Sans in all honesty are difficult to determine. If Sans can only be hit once by Robbie Rotten similar to his one hit kill in Undertale, then probably Robbie wins since speed is equalized, preventing Sans from dodging attacks easily, being his really only way of surviving fights. Sans' attacks won't be able to kill Robbie Rotten before he can attack back, so if Sans can't dodge and has 1 HP then I would hand it to Robbie.
 
Sans should win this pretty easily, Robbie has nothing against San's Soul, Gravity, and Danmaku attacks.
 
Sans has this. Teleporation negates the equalised speed, so Sans casually blinks away and impales robbie with a few dozen bones.
 
Sans could possibly either dodge or teleport out of anything Robbie can throw at him, and Robbie would have a hard time dealing with Soul Manipulation, Gravity Manipulation and Telekinesis, not to mention that Sans can ignore durability and that Danmaku makes his attacks very hard to dodge.
