Hmm, let's see here.

Both fighters have fireball abilities, but Ryu is definitely more skilled in H2H combat and has the defensive advantage thanks to the V-skill. However, I can see Joe outmanuvering Ryu thanks to his ability to fly and may have a slight advantage in terms of raw strength. That being said I don't think Joe would be able to dodge a Denjin Hadouken.

My money's on Ryu for this one FRA.

Pretty close with equalized speed. However, it should be noted that while Knuckle Joe's reaction speeds are on par with both Kirby and Meta Knight, both of whom can react to lightning (mach 290), Ryu can react to and outclass M Bison, who, via this , is at about mach 1401. Joe probably couldn't react quickly enough to do much, even with flight. Strength is about equal (City level for each), but Ryu is more skilled and experienced against more serious opponents. I think Ryu takes it. This coming from someone who holds KJ as one of his favorite characters in the anime.
