Russia's General Winter Feat

So, Dark has already done a calc (sort of) so I don't exactly have a specific rating for this feat yet. However. My question is, since Russia does have control over general winter who has "toppled entire armies", would this be changing weather or climate control? Reason I'm asking is because if we take an example of Russian Winter from WW2 (which, I provided the scale of the front for said calc) the affected area seems much larger than a simple changing of weather. The size would completely affect the smaller European countries like belarus, for example, entirely

The only downside to using General Winter as a feat is that it can only be done in Winter & Russia, Nordic coutnries, and any with high resistance to cold weather are probably not affected.

I always thought it was a clear implication of some limited degree of Weather Manipulation, as well as Ice Manipulation.

I suggest "Limited Ice Manipulation and Weather Manipulation (Has control over General Winter, who can create cold fronts that can "topple entire armies")
