Even without the cursing and use of a different language to obfuscate it, it is an unnecessary display of pettiness and derailment. I would agree with a brief general forum ban (1 month sounds fine) and a permanent thread ban seems fine. If it becomes a continuing issue, a topic ban would be preferable.
