I don't have time to look over or gather scans, but I don't think "Profile picture" is really that bad; it's a common pic even among well behaved users. And there should be linked thread examples in your report yes.
Edit: I know of this example and a few others on the same thread and vaguely remember similar attitudes on previous Bleach threads. But we might need more elaborance on that.

I think he's a sock of that other guy given his editing descriptions; the guy who upgraded Kingdom Hearts to 2-B | 2-A without Content Revisions. But anyway, I think it's reasonable to ban him.
