I think it's more that he doesn't know what he's doing, seeing as how he has poor formatting in his profiles. I think he just needs someone to explain to him how things work. (Character formatting, checking if profiles have been already made, etc.)

He also likely doesn't know how to use the website, or he's just ignoring all the warnings.
 
I guess I don't have a rebuttal on that. Plus, there's a notification that appears whenever messages are posted on your profile. I think he's just ignoring them.

Same here, but...

I don't think it's possible to be that oblivious. A notification appears everytime you recieve a message on your wall, if I'm not wrong. It's likely one of two situations:

1) He doesn't know how the website works.

2) He has seen the warnings but is ignoring them.

Son Goku is one of our most popular pages here. I doubt he couldn't see/find it. Goku sometimes even appears in Fan Feed > "More Vs Battles Wiki".

At this point, it's a 50/50 between the two possible situations.

I agree with Agnaa. A short ban might grab his attention.
