Because he doesn't actualy get affected by electricity like that. Also, the one electricty shot she showed only worked on hit, so yeah.

Pretty sure the slower character isn't supposed to have a speed amp as a key factor to their victory in speed equal, and being faster doesn't really help against the restriction of range of movement brought on by his attacks nor does it help with gravity stuff.

Yeah but he doesn't need to keep her there. The jolt that that causes before she out lifts it (she has no reason to expect that) is enough to trip her up, breaking her stride and giving him a clear shot.

No she's allowed to have her amp, but it was agreed that if a speed amp was the main or only reason a character wins in a speed equal match in which they're normally slower the match is just bad and doesn't get added, to prevent stupid things like "slower character wins via being faster". If its just a component its ok, but the way you describe it that's basically the only thing that lets her live.

I see no way how Ruby could avoid Sans attacks, he again can teleport her to his attacks or vice versa, has danmaku for her barrier, has gravity manip to occupy her, gasterblasters which he can set up if she decides to turtle in the barrier etc.
