Well, true, but he was creating memory erasing device, which means he khows how to affect mind with his inventions.
Although I can agree with the fact, that he can't use it in a match, but from a logic point I cannot believe that he can't make it. I would've personally restricted mindfuckery of 682, but thats me.
Anyway, does memory manip of Rick is stronger that of 826? And how long would it take for 682 to adapt? I haven't read all of 682 stories. How can you even adapt to something that affects you instantly?
