That's likely just getting scared normally, as opposed to a real power that inflicts fear. Judging from the discretion shot, what was inside ghostfreak didn't exactly seem like the most pleasant of things. Still, not really fear manip as much as being scary. Wouldn't do much to people who're used to stuff like that, even if they had no resist to fear manip.
