I just went through RE 3 recently and yeah Nemesis can dodge RPG shots at close range, but he can also be hit by it so IDK 100% if it's an inherent ability or mechanics
 
For example Claire should have Electricity Manipulation with the Spark Shot or Explosion Manipulation with Hand Grenades or even Status Effect Inducement, Light and Sound Manipulation with Flash Grenade. Damage Reduction + Resistance to Poison and Acid Manipulation

Leon has the same equipment except for the Spark Shot and also has a Flamethrower

Jill has both grenades plus also the HOT DOGGER which is Heat Manipulation, Stats Amplification with this item, Healing with a coin (yes... a coin).... and this one

Well his tentacles did react to one of Carlos using an anti tank RPG on him, but then he got hit by the second missle so you could at least argue his reactions are as fast as a missle
 
I would word some of those as Electricity generation or explosion generation rather than manipulation; though links and categories to said abilities are fine just it be more accurate in a literal sense to reword it those ways. But the proposals look fine aside from those details.
