Charlie Nash has a technique called Sonic Move while allows him to move from a place to another through unconventional means.
So far it's been considered Teleportation, because in-game he appears and disappears while becoming intangible, but this last bit is just a game mechanic, as the move is meant to work in-game as a teleport, but not to be an actual teleport.

First, the move itself is called Sonic Move, referencing its high speed, while other moves based on actual teleportation have much more evident names, for example Bison Warp, Hell's Warp and Yoga Teleport.

Then you can see how Nash produces small gusts of air while moving, as well as leaving those trails commonly used in fiction to make a fast movement look dynamic.
This is further shown in the cutscenes of the game, where Nash moves his whole body to initiate this super fast dash, and lands with the classic "super hero stance", even sliding a bit when he stops.

Wrapping everything up, it should be clear enough that this isn't Teleportation, but rather Speed Amplification.
