Absolutely. Doubly so since the only reason she doesn't use it more often is to prevent collateral damage which shouldn't be a problem here.

But almost every Emilia fight she is in, she absolutely destroy the place. Like, the first thing she did when she arrived on Guaral is to froze the city to freeze all the dragons, how the hell is this preventing collateral demage? She actually got scold by doing so.

And that's actually the reason? Absolute Zero don't seem to have this big of AoE demage at surroudings or that big of range to say it would because of "collateral demage".

Actually, you're right that my thinking wasn't entirely solid. It's not about the collateral to the surrounding area just from using the attack but the risk of destroying the world after losing control of her power. We saw as much in Frozen Bonds. In that case it would still be doubtful that she would use it but it's more likely than if there were others around.
