It depends on WHAT kind of NEP he has
Kenshiro has physical, mental, and soul based NEP
He can still be affected by Conceptual NPI which reid does have

and even if it can cut NEP how will he know he has to destroy the concept of nothingness to defeat Kenshiro? by the time he realizes that, the 4km gap would be covered
also why cant Reid's attack just be dodged with the massive speed amps??

Concept users are bound to what they can affect, it’s clearly explained on the concept page so stop the nlf. Reid is absolutely not cutting a NEP being without proof and Kenshiro has enhanced instinctive action and precog, range isn't an issue. MT+a variety of hax will make this a stomp.

Concept hax being a metaphysical hax would mean Reid would conceptually cut Kenshiro who is only Material, Spiritual, and Mental Nonexistence

also that scan is extremely vague, we don't even know what he's cutting that doesn't exist
Even if Reid can cut the NEP down, his attacks are just going to be dodged and he is just getting blitzed

Type 1 is basically just incorporeality, as stated on the NEP Page. Having incorporeality + an aspect of NEP makes it qualify as Type 1 NEP.

Ken doesnt start as Nothingness that only happens when he is in a life or death situation
Btw, Reid actually can in fact hit opponents he cant percieve via his intuition which upscales from Elsa, who could attack her opponents vitals when all of her senses had been cut off and her mind was floating in a void, and cecilus, who's intuition is bullfuckery

There isn't a "he doesn't start with __" clause for Kenshiro. Muso Tensei and all his other techniques are instinctive, as explained on the martial arts page. Thus, the 4km gap becomes practically useless if Kenshiro is able to dodge all the attacks, forcing Reid to engage in close combat which wouldn't end well for him.

it literally says in the martial arts page that it activates automatically
(Musō Tensei is made of the nothingness which predates life, and allows the user to achieve a state of said nothingness. It’s also stated to be able to erase the user’s body from existence. MT activates automatically to protect the user from danger, even when the user is completely unconscious and also creates clones for further distractions. Raoh states that it renders every hokuto Shinken ability completely useless
