I'd say alright then.
Now if Zeebstrika were an unevolved Pokemon, we'd probably be able to use this feat to at least support in consistency with the other unevolved mons.
Which brings me back to the Magikarp feat.
I looked up Lake Valor on Bulbapedia and it looks like there's far more that happened than just blowing all the water out. You see a massive crater in the upper left, all the trees are gone, the crater gets increasingly deeper as it goes on, etc.
The fact that the crater gets increasingly deeper as it goes on suggests to me that the bomb was not placed in the lake, and was instead placed northwest of the lake, which in turn drained out the water, which explains why there are still puddles left in the lake and why Azelf's cave wasn't damaged.
Now if there are statements that provide some more context, feel free to let me know. Because if the path blocked off by the Magikarps leads into a whole new area, it could be the final nail in the coffin for this Magikarp feat.
