So. After some time mulling this issue over, I believe we need to consider carefully the context under which the World End plot device was being used by Tappei.
As you know, during this Ending, Subaru was shown forests, cities, and 'the world of living things' being shattered at the same time. One moment he is in a forest, in another moment he is inside a city, and the next he is among the shattered pile of dead fauna.
The scenery cuts from one location to another during the Trial, manifesting as images of a parallel world that died together after his death in a dream.
So, then, was it Tappei's intent to make readers believe that the 'World' as we knew it came to an end at the hands of Puck during that ending, but Reinhard finally stopped him?
In my honest opinion, that was the intended effect. I think that Tappei wanted readers/Subaru to believe that the RZ 'World' had come to an end, as a note of finality for that ending, though Reinhard was able to reverse it and save the world with his terraforming.
So I really think the Narrative Context matters here. What was the author's intent in using those statements to construct the Ending's narrative? It isn't like the author likes to throw hyperbolic statements like shaking a whole planet with each swing every time; Tappei is a very careful writer.
In any case, I can also make another calc for the Puck's AoE to reach the nearest city - the Lugnican capital - from the Mathers Marches, but not destroy it. To be honest the Sanctuary being the only settlement destroyed by Puck does not seat with me well, and I also doubt that's what the Author wanted us to think (that the 'Beast of Annihilation' had such underwhelming capabilities). We can use the capital as another point of reference for distance then.
If this difference between Author's intent and what the readers can perceive is difficult to reconcile, we can use At least and Likely again as we had done for other profiles.
Done. We have Large Island level for freezing the general area around Roswaal Mansion, but leave the Lugnican capital unharmed.
