I would go with Steve on Creative Mode.

Steve has fast enough reaction speed to dodge the Battletoads, but then again. His stamina could run out. However in terms of the strength department(well from what I seen on here), Steve takes it. Sure both have the same striking power, but his potions could make him(sightly) stronger and he has more lifting strength. So he's fast enough to dodge them and could be possibly stronger. However...ooh I forgot. It's two of them...yeah. It seems they win due to numbers and speed.
