He's strong but his character as that he has to work hard to overcome constantly ever-growing stronger threats, so from the standpoint of those things, he's weak, but he'll eventually grow to overcome those threats through training and development, is what he means.

Everyone in the RP is kinda a god in some way. either literally or like in terms of talent. While King Tiger, isn't. So he has to work hard to actually compete with them. if that makes sense.

Basically, the current story for the RP is that the group has been sent in to investigate these weird time anomalies that copy eras that have long passed in actual history, called Lostbelts. That's the basic lore rn. Currently, the Lostbelt we're in is World War 2, and the next Lostbelt will be Atlantis from Greek Myth.
